What do EU roaming charge rules from 30.4.16 mean for me?

I have a SIM-only contract where I get an amount of data, text and minutes. When I go to Spain in a couple of weeks can I just use these allowances as if I was in Britain, (except I get billed a bit extra?) or do I still have to buy a bundle? What will happen on 15th June 2017?

I'm still confused. I have a rolling 30 day SIM only contract, I get 2500 minutes and 1 GB data for £10 a month. I am supposing:
1. These allowances only apply within the UK.
2. If I go to Spain and I make phone calls, those minutes are going to be billed as extras on my monthly direct debit? At those rates people have mentioned? (outgoing 4p/min, incoming 1p/min, texts 2p)
3. If I want to use data, I'd better buy a data pass?
4. What happens if I don't buy a data pass, and use data while outside the UK in the EU?
