unable to call out or be called on mobile (iphone 5s)

I have used my mobile this morning to make several outbound calls, and I have checked and I have plenty of minutes left on my allowance (monthly). I have tried restarting the phone and also tried a hard shut down (holding power and home button until it reboots) and still the same. Just getting a funny engaged tone.
While I appreciate sometimes there are networking problems, why haven't Virgin Mobile updated their website to explain there is an issue? I've been on several times as my mobile phone line has been constantly 'engaged' for over an hour now, yet the website connectivity check on my phone says there are no issues!
