Sim Replacement Queries

Hi, top and bottom of my issue is I had a replacement sim sent to me last week. When I put the new sim in my phone it just says calls are barred from t his number. The documentation I was sent with the sim just says look online but i cant see anything of relevance at the address is forwarded me to. 

Who do i phone to get my sim active on my account and then to sort out the port of my old number to the new sim?

 

Any help will be appreciated, thanks

OK you've all contrary questions.
It is a replacement sim for your old virgin sim to fit into a new phone?
Or are you moving to virgin and porting in you number from you old supplier?
