Got a new contract today and the phone says NO SIM its brand new the phone works with another sim??????
Perhaps your new Virgin SIM needs activating.

Alternatively you could give Virgin mobile customer services a call on 789 from another Virgin mobile.
Or 0345 6000 789 from any phone and they will be able to activate it for you.
