Roaming calls in the Dominican Republic

I called virgin mobile to get my phone set up for use in the Dominican Republic and roaming was enabled. Now I am abroad I find I cannot connect calls,, I get the message"your subscription does not allow access to this network". I can send and receive text messages and was able to call virgin on +447953967967 although I was cut off after holding.
