The message started appearing probably 2 - 3 months ago and are intermittant. I haven't had one for a week now - but once they start I'll get one constantly for a few days.
The only way to rectify is to turn off and on or go to airplane mode and back again. This usually fixes it for a short period.
For what it's worth, it seems to happen when my phone is trying to connect to your network for the first time.
So - leaving home or work on wifi - try to get data - get the error.
In a place with no signal, then move to a good signal area - get the error.

I'm really sorry that you're still having issues with this. We may need to factory reset the device.
Is all the content you want to keep backed up somewhere else before we do this? You can use Google Drive or a PC for this.
