Overcharged mobile bill

For the last 12 months I've been over charged on my mobile bill,  for example not receiving my £5 discount and takes me 20min every month to get it refunded, I've had a phone call from IT at virgin mobile to say it's been corrected but months later it's still happening, 

any tips on what I can do, because it's driving me mad,

no IT ticket number just a courtesy call to apologise and that it was sorted,  

i phoned them again and still waiting for a response on the situation,
