i`ve got exactly the same problem. im wondering if they will give us some refund? ive already lost a bit of money because of that issue. even if u will be able to contact them they will tell u that they`re upgrading their system.

I'd like to apologise for the problems you've experienced with your bills being suspended. This is clearly frustrating for you as you need a phone to contact friends and family.
I'd definitely recommend calling the team on 0345 6000 789 from any phone as they'll be able to say for sure what the problem is.
