If I call or text a UK mobile phone that is currently abroad, does it cost me any extra?
I'm pretty sure the answer is no, because there's no way for me to tell before I make the call, but if I call (or text) a UK mobile phone that is currently roaming abroad, is there any additional cost to me?
I'm aware of the cost of receiving a call when abroad, but I can't find a definitive answer to this one.

it doesn't cost you extra because as you say you can't know someone is abroad, any extra charges would be paid by the person receiving the call, this rule goes right back to the early days of mobile phones in the dark ages... sorry 80's
