I'm in Holland but I cannot phone anyone or send texts. Phone says I'm on T-mobile I have roaming, what do I need to do?

I'm really sorry that you're having issues with the service abroad. I want to get this all sorted for you. Can you let me know what phone you're using so I can give you some advice?
Are you also able to let me know if you called us to enable roaming before you left?
If not, are you able to call us on +447953967967 from any other number?

Thanks for the advice, I've done that already, but everytime I phone or try to send a text, it says this call is not allowed.?
I've tried to send T-mobile an email, but they said it may take up to 10 days.
Someone suggested it may be that I need to have the bar lifted?

I had a virgin text saying I could use my phone here.
I did a search here, and found I had to lift the international bar on my phone. Which I found out is in my virgin mobile account page.
I have done that now, and have been able to send texts. I presume I can make calls too.
It seems that was all that stopped me.
So thank you again. I'll post back if I have any more problems.
