I cannot top up my second mobile after re-registering mobile account (as instructed by letter)

Three weeks ago I received a letter from Virgin Media telling me I needed to re-register my PAYG online mobile account following a system upgrade.

 

I did this, but now I can only access access one of my two mobiles to top up. However, if I try to add the missing mobile, it says it is already linked to the account.
