I have full signal but if i try to call or send a text it says not registered on network!!!! frustrating but WHY???

Sorry to hear about your issues getting full signal but no network.
There could be a few reasons as to why this is happening. Have you tried a hard reboot of the phone. Remove the battery after the phone is turned off and switch it back on again.
What phone do you own and was it supplied by Virgin Mobile?
