Contract applications

Trying to apply for an upgrade from sim only too a phone but when I complete the application this comes up...does this mean iv been declined or am I doing something wrong? I haven't had any email confirmations? Tar!

Cant see the picture but this seems a case of the now infamous 'Technical Glitch' of Virgin

Put Technical into the search bar to see what I mean and hopefully get your answer!

I rang this morning to chase up an application I made on 1st March.  It seems there was a technical problem with the 'system'.  This should have been cleared now since my contract e-mails, thank you e-mail, and subsequent cancellation e-mails all arrived together.  I'm now trying to decide whether to try again or just buy a handset from somewhere else.
