Complaint escalation

How do I escalate a complaint beyond the call centre and this forum? I have a major ongoing issue with my IMEI number (not had use of my phone for over 7 weeks now), the call centre just seem to make up timescales as they go along and I'm being ignored by Mat_H on both the open forum and via PM. Can anyone point me in the right direction please?
