Carrier not supported under activation policy - iPhone 6s

I recently bought an iPhone 6s that was locked to three, I bought a Virgin sim and the phone is still locked. The problem is that the carrier is not supported under the activation policy that is currently assigned by the activation server. 

I don't know what to do, any help is appreciated!

Welcome to the Community Forum and thanks for your post. I'm sorry to hear that you are experiencing a problem with unlocking your iPhone 6s that's been locked to the Three network. Has this been sorted out for you since your post?

It turns out it's locked to Vodafone but no I haven't taken any action but I do believe I can just get it unlocked or is there an alternative option?

If it locked to Vodafone then they must do the unlocking request to Apple

They may require the original owner to do that.

It turns out it was locked to Vodafone after talking to the previous owner

Hi JamesBarr,

Have you been in touch with Vodafone? You may want to have a look at their website, which provides more information about this: How do I unlock my Vodafone device if I’m not a Vodafone customer?

The previous owner will be able to request for the handset unlock code even if they are no longer with Vodafone.
