Can't use my mobile in Germany

In Germany.

No mobile phone acess. (Roaming is "on", and has been for several days, I have tried connecting with Vodafone. de and Telekom.de. I have full signal, but with an exclamation mark and a capital "R" next to the signal strength bars.) 

I have no mobile Internet access - even though my account shows that I have paid for a £5 travel pass. 

I have received two texts from Virgin - one welcoming me to the Netherlands when I transferred via Shipton, and one welcoming me to Germany when I arrived in Munich. 

I have know way of contacting Virgin other than via this forum. 

Please help me.

Hi HelloDolly,

 

have you checked that international call barring isn't active in your account?

 Log in to your account > click on  the "Plan and device" tab.

Go to "Manage my services" > you have already said that Roaming is on. Check that "International call barring" is set to OFF

If it's not, change it. Allow time for your account to update then reboot your phone by turning it off & on again.

 

For mobile internet you might need to enable data roaming on your handset.

Many thanks for your input. 

Unfortunately, I have tried all that you suggested, but without any success on the data issue - although I can, at least, now make calls. 

When I try to access the Internet, I get a message stating that my device is offline, and suggests turning off aeroplane mode, turning on mobile data and checking the signal in [my] area - all of which I have done. I have even tried removing the data limit. 

Any other suggestions would be very much appreciated.

Hi HelloDolly,

did you check your handset for data roaming enabled?

I don't know what phone you have but it may have a switch for data roaming on the handset.
Possibly: 
Settings > More Networks > Mobile Networks > Data Roaming.
