You may have international call barring active.
A quick Google shows that as being an Isle of Mann number. As the IOM is not classed as UK it may fall under international
This answer from Virgin to a previous post:
As the Isle of Man is a crown dependancy, they are distinct islands.
This will mean that the minutes you have on your contract can not be used to call the Isle of Man.
Any calls to the Isle of Man would be chargeable at 40p a minute.
Make sure international call barring is off and try again
