My PAYG phone has over £10 in credit but will allow emergency calls only. Why?
No network coverage, at a guess
you could try removing the SIM card, gently wipe the "gold" bit then reinstall it. Start your phone and see if it will allow you to dial out.
If so call 789 just to check your balance.
