Welcome to the Community Forum and thanks for your post. I'm sorry to hear that you are having problems with your TiVo record reminder not working.
I can see that there is work going on in your area that could cause your TiVo to run slow or a problem accessing On Demand and Catch Up programmes, but I don't think that this would be causing the record reminder problem unless it is also interfering with the EPG download to the TiVo. The reminder is basically software on the TiVo hard drive that picks up the information from the EPG (electronic program guide) and possibly needs to be refreshed and rebooted.
I have sent a new signal to your TiVo, please reboot the box.
