on setting up TiVo box stuck on ip configurations. connection error 7011. using scart lead. help!

I have connected to the box and it is showing as 'Offline' right now. Can you please check the following and let me know how you get on?
* Check the thick white leads are screwed on tightly/securely.
* Is the box currently turned on?
