When did VM start charging for remotes, or try to anyway?

someone has stood on our remote so it's now completely unusable, I have just called VM on 150 and the guy on the phone tells me they would normally charge £9.99  but on this occasion he will not charge me for it, when did this start, I always thought the equipment belonged to them and was replaced free of charge

It is supplied free for faulty equipment, standing on it could be considered vandalism and would be chargeable and always has been
