I'm getting code M63, cannot pause or record anything.

I have an M63 error. It says my account is not set up but it was working fine before I changed my package. My TIVO box does not record etc. I got through to the call centre on the phone and she said the problem was down to my TIVO box missing certain codes to which I would have to pay £5 to receive these codes. Tell me why I would have to pay this sum of money to sort my problem.
