C119 error code on NEW account - not a great start

Have full house package (tv, phone and broadband) after installation engineer left saying the network down. Boradband working but on further inspection telephone not plugged in (no obvious ports for it) tv showing C119 error code despite numerous switch offs. This is not what I expected
