I get that sometimes on the Netflix app on my Samsung Smart TV and that was with Sky (I've only just switched to Virgin). If you're using the app on your Smart TV rather than the one on the TiVo box then it's a problem with the app, not Virgin. Then again, if the app on the TiVo is a port of the same app that's on the Samsung TV then it could be an inherent fault in the code.
