OK, so just to add fuel to your speed fire, you may actually have an issue, i've just run a test against birmingham and got the following:

One good way to test is download a large file from here and see what the transfer rate is (this server is within VMs network)

Downloading a file from that site, it started at 600 KB/s and gradually got faster as the file downloaded finishing on 1133KB/sec

Surely over two weeks being traffic managed is indicative of a fault or at least worthy of a response telling me why i'm still managed and when it should end?

I apologise for the delayed reply. As I mentioned in my previous post Traffic Management will last for 5 hours before being released, checking your connection I can see that you're not currently being managed.
Both the network and your local connection appear to be functioning well presently, can you please provide us with ping tests and trace routes to bbc.co.uk from a direct wired connection with no other devices using the service. This will help us investigate the matter further.
