Why cant everyone on the 10Mb package have there speed upgraded straight away since the equipment installed can already handle up to 1.5Mb due to the 50Mb package?

Because extra capacity needs to be added to the network in each area being upgraded to allow all customers to get the higher upload

well i had a 1.5 meg upload and they put it back down to 750kbs upload and im on the 20mg ?

Virgin will have been testing the increased uploads in each area before upgrading all customers in that area.
Once the upgrade is confirmed and permanent the area will be added to the list at www.virginmedia.com/fasteruploads

yes it has as my other modem had a upload speed of just under 2 meg and the ugrade has been done where i live
