Just an update: My neighbour rang up yesterday (again) got told its the whole de55 area. Plus gave him the 15 days and it'll be sorted **bleep** again...
If they didn't give or confirm a F00 number then the date was irrelevant/not applicable to yours.
It often takes some weeks to get even an initial estimated date back from Planning/Networks due to complexity and/or other co-lateral upgrades/maintenance work that may be in hand.

Apologies for the delay in a response to your posts in this thread.
Having checked the network in your area, I can see that there has been network upgrade work recently, alleviating an instance of high upstream utilisation. As a result, can you confirm if you are still seeing the same problems please?
