I'm on the 10Mb L package and for about the past week my speeds have been really slow during peak hours, and range anywhere between 1-10Mb outside of those. Rebooting the modem helped a couple of times, but within 5 minutes the speeds were slow again. These speeds are making normal browsing nearly impossible. Here's some recent results:

I've had a look on the network and I'm unable to see any issues on the network at present. I can see from your post however that your downstream SNR is very low and is likely to be the cause of your fault.
It appears to be fluctuating, as it is currently at 32dBmV and we are not experiencing any packet loss to your modem.
In order to resolve this issue I beleive we need to arrange for a visit from one of our service engineers, could you please advise of a convenient appointment from the following timeslots:
Monday-Friday: 8-12, 12-4 and 4-7.
Saturday: 8-12 and 12-4.
