Thank you for reading my problem

looks like a issue with routing/firewall or the site has blocked your ip range since when i do a tracert
last hop is 14 86 ms 101 ms 84 ms srv248-131.vkontakte.ru [87.240.143.248]
you could try - Re: Can't connect to Gmail via Virgin network, can... - Help & Support Forum as a work around. and then contact the site to see if they're having an issues.

Sorry my Spanish is only slightly worse than my English! ![]()
I just hope you can follow my ramblings.... ![]()
I suspect it may be a DNS cache/redirect problem try using all the following IP's in your browser address bar:
87.240.131.102
87.240.131.103
87.240.131.104
Can you confirm all 3 still fail?
Unfortunately ICMP (and UDP) traceroutes are almost useless in these scenarios and you have to use TCPtraceroute instead.... and often a Layer Four Trace at that!
eg: ICMP trace via LFT
eg TCP (Nat friendly) LFT
You can see how the hops/routes change with protocol and the SPI/flag based firewalls involved and also number of hops with source/dest ports I used below for each protocol and host server:
Sometimes the host domain server load balancing schemes can cause issues for specific ISP's which you can't see conclusively on ICMP/UDP. The problem may therefore be sporadic, heal up and re-occur..... ![]()
If you use just an ICMP trace then it looks like you have a route into your host!
Worst case wait 5+ days and Level2 will remote into your CMTS/uBR and check for you....
Unless other Sheffield users on your specific uBR can replicate the issue then it might take some time for Level2 to investigate/escalate to Level3/Networks! ![]()
If VK have blacklisted your IP range then unless it time expires the Webmaster or domain host Admin will only usually respond to a request from an ISP anyway.....
Usual heuristic diag is also to test same end device on another ISP or VM connection(preferably on same uBR as you) or conversely a known working PC on yours.
If VM proxy also fails/blocked then possibly a bridged relay proxy (ala Tor Project) could well function as a temporary work-around.

Thank you for helping me, but that still doesn't solved that problem
