Whenever the app doesn't allow you to sign it it can be down to a few things.
Do you have an active TiVo® subscription? If not then in order to use the app, you will need to have this.
If you do have an active TiVo® subscription then have you made any changes in the last 24 hours to the account? This can disable TV Anywhere for 24 hours whilst your changes are updated.

Are you able to log in to anywhere.virginmedia.com or does the same error message get thrown up here too?
If you get an error there to, try signing in to My Virgin Media

As you are getting the same issue online, this suggests the issue is with the account itself.
Go to My Virgin Media and log in there. If you're getting the Username and Password invalid error, follow the Forgotten password links and reset the password.
If you are able to log in there go to My Profile and then Change Password. Use the new password with your username to try logging in to TV Anywhere online.
