Message to register device for to anywhere

Hello, I got a message to register a device for tv anywhere. However this device was already registered so why get that message. 

After playing around and trying to register it now says I have no device changes left this month. Where does that leave me. i phoned for advice and was told to re move the faulty device and then remove the tv anywhere app from that device and then reinstall it, will that allow me to register the second device.
