That's indicating something is limiting your connection to a 10/100 connection (which caps out at 90Mbs), and not the full gigabit 10/100/1000 connection needed for speeds above ~90Mbs

The common culprits are:

The Ethernet cable (need to be cat5e or better, undamaged)
The Ethernet ports on your device you are connecting with only being FE and not gigabit.
The network card of your device being FE
Software (killer Ethernet controller, set it to full duplex)



Can you go to the device manager on your computer and look at what it says in the networking section for what it says you have.

Well this is embarrassing - I work in IT, read your post with the usual "I work in IT, I know what I'm doing" mentality, but then remembered the cat5e cable I am using has a broken plug.

Just pushed it further into the back of my router (sh3 in modem mode), and now have 220mbit down.

 

Cable must have been running at 100Mbit when not fully in port. Thank you - close this case.
