TS19 Speed during peak hours :(

Having moved from TS20 I had no issues during peak hours. Now I've moved house I get 12-17mbit on a 50 Mbit connection. It's back to 50 during off peak. Is this area over subscribed?

Streaming 4k videos is impossible. Please fix.
