My apologies that you are still experiencing slow broadband speeds. I know how frustrating this can be.
I've taken a look at the fault reference number you have provided and this has been closed. However there is a new reference number under F004702190 which is in relation to high peak time traffic and has a review date of 25th January 2017.
I will pass this onto my colleagues who will be in touch with more information.
