I pay for VIVID 200 (I don't expect 200mbps all of the time) but I seem to only get around 80/100, I have experienced this for a few months now. Was hoping it would speed up over time but obviously not. Would anyone know why this may be the case?

I have tested things from here and I noticed that all your area cable seems to be suffering some load issues especially during the peak hours. We're planning to undertake some upgrades to parts of our external network in your area in order to combat this.
The upgrades will be to improve bandwidth and performance, especially during the peak hours.
The reference number for this is F004967663 and is currently scheduled to be reviewed around the middle of April.
