Slow internet speed and completely unstable ping

On the 100mb package and receiving around 15-20 mbps download speed. This wouldn't be a big problem if I didn't also have very sporadic ping on both wired and wireless.

I called and contacted multiple times last year and after lots of painful attempts was told that there was a service fault and that it would be fixed at the start of December. (area code: 12) 

I am still having huge problems with the internet even after its supposedly been fixed. Any ideas what to do?
