Slow broadband

Hi, for few months we have very slow broadband. There are times when it is fast as it should but most of the time struggles with opening sites, youtube movies are loading every few seconds. For example now we are trying to stream 720p movie without luck - no movement. This is not really what it is expected from 70Mb/s broadband. Called once and was informed after a while that there is a problem in the area and we have to wait couple of hours although no problems were reported on Virgin site. The problem occurs every day. Speed test now showa 9mb/s download, 0.9mb/s upload. Trying to stream movie - no luck, trying to do it on my mobile - works like a dream. Calling support - tests look fine, all is good and yet broadband is unusable.
