I'm sorry that you've not posted under better circumstances, I know slow speeds can be frustrating.
I've checked your connection and I can see that we're currently working on a fault in your area under ref: F003539805 which is due for review on the 21st Dec. While this is on-going you may experiencing slow speeds during times when we would expect the network to be busy.
We don't traffic manage any downstream usage anymore, so don't worry about that.
