I am receiving slow speeds usually go up and down from 60mb to 130mb during the evening and also my sons connection on his xbox was at 4mb at one point. I am paying for a 200mb package and was wondering why this was happening.

My apologies that you are experiencing slow broadband speeds.
From checking your connection, the line and hub have come back as fine. There are no faults reported and the traffic on the network is running low, which is good.
Were the speed tests completed through a wired or wireless connection?
If you can try through a wired device on a PC/laptop as that will give you a more accurate result than the Xbox, that would be helpful.
