This fault has been ongoing for a long time, I feel like Virgin Media haven't communicated with me very well on this issue. Anyway, I recieve incredibly low speeds, as low as 3Mb at peak time, every peak time, I'm on the 200Mb package, just want to know what's going on really

My apologies that you are experiencing slow broadband speeds. I know how frustrating this can be.
From checking your connection, there is a high peak time traffic fault in your area which is causing slow speeds. The reference number is F003918351 and has a review date of 29th March. As this is a review date it can be subject to change. These faults will affect cable lines and not area reference numbers, these are just for billing use only.
