Latency issue Wolverhampton (WV13) on going for over a year.

For over the last 13 months i have had nothing but issues with my virgin media broadband and i think this is my third thread created on hear about the issue.
My Broadband package is VIVID 200 and i am using a super hub 3 (my 6th router in time frame of issue)
so this is what my connection is currently like
As you can see there is latency spikes which makes my connection not great for online gaming which is what i mostly use it for.
also when using ping plotter you can see the average ms of the round trip constantly jumping up and down.
NOW ONTO THE SECOND ISSUE WITH MY CONNECTION
I have only ever seen the 200mb speed once on a speed test when doing a wired one on my pc using speedtest.net when testing it to the wolverhampton virgin media server.
yet when ever i use my xbox one or ps4 i have never gotten over a 100 and it constantly goes up and down sometimes as low as 8mbps AT ALL TIMES OF THE DAY!!!!
NOW I AM AWARE THERE IS AN OPEN UTILIZATION FAULT IN MY AREA SUPPOSED TO BE FIXED IN APRIL (WONT HOLD MY BREATH)
there is clearly something wrong with my connection but i get fobbed off all the time and i am sick of it now i have been a loyal customer for over 6 years and always recommended virgin to friends and family.
Like i say this is not the first time i have complained about this issue but your engineers seem to think as long as they get good speeds on there tab when testing to vm server that all is fine well it isn't.
