Paying for 200mbps getting 12.

I am paying £47 a month as a student to receive 200mbps as we all need to do uni work on our laptops. However it is impossible for more than one of us to use the internet at once as our internet speed only reaches 20mbps at off-peak times, and at peak times can be lower than 10. Can we reduce our bill to pay for the service we receive? As currently looking elsewhere at broadband deals students recommend.
