Continual, excessive latency. How to get this sorted out?

I have continual, excessive latency on my central Cambridge BB connection. How do I get this fixed please? Should I report to 'Faults' or 'Customer Service'?

Here is the Thinkbroadband monitor

The jitter that's present at the moment is just the usual for Cable networks. It's a cause for concern if the green/blue colours spike to higher baseline/minimum levels - but give faults a go anyhow.

That graph is normal for a Hub 3. The older Superhubs generally produce better results, with less latency.

You are surely kidding me! The graph shows latency frequently spiking to 140ms or more. That can't be right. Surely there shouldn't be anywhere as much yellow on there. Another line I have the use of has a much better performance.  I will post the Upstream and Downstream figures from the Superhub shortly.
