The laptop + you tube issue could be due to laptop spec / choice of browser,/ adblocker overheads/ youtube HD settings. run with task manager open & see how well your CPU is coping. if you see 90% CPU then there's your issue
also, what spec is your laptop wifi- if it only has wireless g then it cannot match the hub for speed.
Welocme to the forums, I'm sorry to see you have been having trouble with your services.
I have taken a look at your connection and it seems that you are affected by fault ref F004863624 for SNR and FECS (Signal to Noise Ratio and Forward Error Corrections).
This is currently with the engineers and they hope to have this resolved by 14/11/2016. I will keep an eye on this for you and let you know as soon as I know more. Looking at the fault it seems to be affecting both TV and Broadband. Once the issue has been resolved we will take another look at your connection to make sure there are no other underlying issues.
