just had a phone call from 02083649257saying my modem security needs resetting is it a scam

Definitely looks like a scam this one, as no notes on your account to indicate that anyone from Virgin Media had tried to get in touch.

Just looked up the phone number on the internet.

I find two possible hits high up for that number - Both Fax lines

A care home
A builder

Looks to me like the caller is sending a fake CLI.

Even so - based on the OP the callers method sounds like a twist on the old Microsoft scam.  Ralph's post would confirm this, as if a Virgin Agent had called you, it would be visible to him.

yes, the language is a dead giveaway

... saying my modem security needs resetting ...

 if Virgin need to reset your modem they press a button - they don't phone to say so - & they don't call it a modem.

 why are the fake CLI guys so stupid 

i.e. who use a fake number that has hundreds of negative comments filed against it.  Is that somehow easier then finding a new, more convincing fake ?

 my trusty Call Guardian would not work so well if the scammers could roll up a fresh fake number every time they called
