Are you sure this is VM's responsibility (ie it is only for VM equipment), or is it a shared cabinet for all that floor's telecoms/TV? If it is shared then call your landlord, as the infrastructure is their problem if it is damaged. VM's network termination is usually in an equipment room on the ground floor.

yes its is a virgin media box the phone lines are fed from the VTM1 box outside on the street but the tv/broadband cables are fed by the MDU boxes in the stairwell, there are 3 of them on various floors. (one feeds ground - floor 5), (one feeds floor 6-11), (one feeds floor 12-16), box 12 feeds box 6 which inturn feeds the other box. as cable is initally fed to roof and works its way down. we get a direct feed from the exchange and not through the standard street setup.
The setup in this building is different than normal but it is 100% virgin media box and responsibility. council/landlord is prohibited from touching it.
