No fibre service again

Hello, I've had 3 issues with my broadband not working (flashing tick and arrows also flashing light in front of the TiVo).  This is the third time since November 2016 but the second time in the last week and a bit). Last time the engineer said there was damage on the end of the coax which was re cabled up and working instantly.  It took 6 days to get the engineer out.  This time it's going to take a week for the engineer to come out. We heavily rely on internet for work, sonos, gaming, Netflix....

is there a way to complain about this as we have been without service for what's coming up to be 3 weeks if you add it all up.
