Network busy

Put in new sim and internet works just not txt or phone calls says network busy ??

I have faced a similar issue, got a new 4G SIM which has been activated and old SIM disabled. Mobile data works, I can send and receive texts and receive calls but whenever I try to make calls I just get Network Busy message.

I have spoken to customer service but just got the usual, have you tried taking SIM out, let me check signal strength in area etc. The last thing I have got to do is try SIM in another phone which I can't do at the moment, but I am not optimistic about that making a difference.
