Sorry to read that you are having issues with the broadband speeds through your Xbox.
Is the Xbox connected through wired or wireless?
Have you tried a speed test through a laptop/PC to see if the speeds are different?
I've checked your line/network and all is showing as fine. There are no issues that would cause your speeds to drop this low.
