They're not in abundance at all -- there are barely any ISPs that will give you more than a single v4 address in the UK. And even if they were in abundance here it wouldn't matter, since we still need v6 in order to reach all the other people who don't have lots of v4 addresses.
IPv6 will never happen because ISP equipment for are end in home is so bad it will make things worse.
Around 14% of UK internet users (i.e. one in seven) are already using v6. It's happening... just not at VM. (Not due to any failing of the CPE either; as far as I can see the CPE they issue is v6 capable. It's just they still haven't turned it on at the network level, for reasons they seem reluctant to share with us.)
